Main Objectives of the Project The overall project objective is to improve environmental protection through investments in municipal environmental infrastructure, and create conditions for environment friendly sustainable development, with prevention of surface and underground waters pollution.

This will be achieved in this instance through supervision services, to the Contracting Authority providing sound implementation of the Works Contracts and bringing substantial improvements in the selected municipalities as well as through training of Beneficiary staff so that expertise is transferred and available for future similar undertakings.

This rationale translates into the following concrete objectives:

  • Mitigation of the health risk by rehabilitation and extension of wastewater collection networks, improving the performance of the systems and increasing the network coverage;
  • Reduced pollution of rivers from uncontrolled discharges and regeneration of the rivers’ and areas natural environment;
  • Reduction of infiltration into the sewerage systems.

Main Objectives of the Project The global objective of the project is to improve municipal wastewater collection infrastructure in compliance with the EU directive 91/271/EEC through preparation of relevant documents for the investment project. 10. Project Title Reform in the system for water supply, collection and treatment at local level
ain Objectives of the Project The overall purpose of the project is to assist the relevant authorities in reforming the existing system, concerning organizational, managerial, financial and operational aspects at local level (City of Skopje and in the Municipalities of Tetovo, Gostivar, Bitola, Kavadarci, Strumitsa, Debar, Radovish, Kichevo, Berovo and Kumanovo) in order to enable an effective and efficient management of the water supply, collection and waste-water treatment
Project Outputs/Activities The Project entails four main activities:

  • Preparation of Improvement Plans of each Public Communal Enterprise in the 11 locations. This assessment will be used to identify the long-term development needs of each PCE. The approach to meeting these needs will be optimized and short-term priorities identified – 11 Locations
  • Business Planning and Capacity Building focusing on data, financial and operational management, Performance monitoring, developing the business and tariff adjustment plans – getting the prices right: achieving cost recovery and safeguarding affordability – 11 locations
  • Sector Reorganization Road Map – examining the ways in which water service provision can be made more efficient and effectives throughout the country. Recommendations will be developed regarding the creation of water & wastewater only PCEs; the legal framework & mechanisms for inter-municipal cooperation in water services; commercialization and entrepreneurship in the sector and the potential advantages of regionalization and clustering of water services. 11. Project Title Reform in Water Sector on Central Level

Main Objectives of the Project With the adoption of the Law on Setting the Prices of Water Services (“Official Gazette of the Republic of Macedonia” no. 7/2016), a solid legal basis for the implementation of the National Water Tariff Study and revised water tariff policy in the Republic of Macedonia is in place.

The Project supports implementation of revised requirements for water services tariff setting as required by the Water Framework Directive. This will in turn support increased investment in infrastructure in order to meet the requirements of the Urban Waste Water Treatment Directive and Drinking Water Directive.

The overall objective of the EU funded Project is to establish cost recovery system in water supply and wastewater sector by supporting implementation of the National Water Tariff Study and revised water tariff policy

Project Outputs/Activities The purpose of the Project is to implement revised water tariff policy by:

  • Supporting establishment and operation of the regulatory authority responsible for supervision of implementation of water tariffs requirements,
  • Providing guidance to selected Municipalities and Public Utility Companies (PUCs) on implementation of new water tariff methodology and on long term business and related tariff planning and
  • Supporting national authorities in establishment of relevant inspection and enforcement system for implementation of the water tariff methodology.

More specifically, the Project will focus on supporting the Energy Regulatory Commission (ERC) of the Republic of Macedonia, responsible for implementation of revised water tariffs methodology in its establishment of working procedures, capacity and capability building measures, decision-making, and guidance to the regulated community. With the new Law on Setting the Prices of Water Services and Amendments of the Energy Law, the Energy Regulatory Commission was entitled with new competences in the field of regulating prices of water services, i.e. setting up tariffs for the bulk water supply and drinking water supply, collection and disposal of urban wastewater, as well as wastewater treatment.

The Project will also support Municipalities and Public Utility Companies (PUCs) in application of revised water tariffs methodology and other related requirements, providing advice, guidance and training on implementation issues related to National Water Tariff Study. Support will also be provided to building capabilities in inspection and enforcement of the water tariff system
