Furthermore, the assignment will support the effective functioning and continuity of all DIS activities performed by MoEPP as part of the OS for Regional Development Component with final objective to support the sustainability of the DIS system that has been established for managing the Regional Development Component

Provision of technical assistance (expert help) to the IPA structure staff within the MoEPP to review and assess the quality of the draft technical and tendering projects’ documentation – Project Studies (Feasibility Studies, Cost Benefit Analysis, and Environmental Impact Assessments), Design Documentation and Tender Dossiers to be prepared by the on-going projects under Measure 3.1 and Measure 3.2 from the OPRD 2007-2013, as follow:

• Preparation of Studies (FS, EIA, CBA), Design Documentation and Tender Dossiers for Waste Water Collection and Treatment Investment Projects in the Municipalities of Strumitsa, Bitola and Tetovo;
• Preparation of studies (FSs, EIAs, CBAs), design documentation and tender dossiers for waste water collection and treatment investment projects in the municipalities of Gostivar, Kavadarci and Debar;
• Preparation of project documentation for Improvements of the waste water collection and treatment infrastructure in Municipalities of Radovish;
• Preparation of project documentation for Improvements of the waste water collection and treatment infrastructure in Municipalities of Kichevo;
• Preparation of project documentation for Improvements of the waste water collection infrastructure in Municipalities of Berovo;
• Preparation of project documentation for Improvements of the waste water collection infrastructure in Municipalities of Kumanovo;
• Preparation of necessary documentation for upgrading the WWTP in Vranishta and extension of the collector system for Ohrid Lake and separation of the foul and storm priority network in the Cities of Ohrid and Struga;

• Preparation of technical and tendering documentation for closure of non-compliant landfills/dumpsites for the East and Northeast region;
• Preparation of technical specifications for supply of equipment for waste collection and transferring of waste for East and Northeast region;
• Preparation of necessary documents for establishing of an Integrated and Financially Self-sustainable Waste Management System in Pelagonia, Southwest, Vardar and Skopje Regions.

Project Outputs:

Output nº 1: Draft technical documentation for waste water and waste infrastructure projects is reviewed and assessed;

Output nº 2: Organised and conducted meetings with engaged experts, projects’ beneficiaries and IPA structure staff within the MoEPP and participating on evaluation;

Output nº 3: Given recommendations to IPA structure staff within the MoEPP on the prepared draft technical and tendering documentation.

Output nº 4: Three “in-house” trainings for the representatives of End Recipients are organized where the experience and the lessons learned will be summarized

In addition, End Recipient shall be the Projects Implementation Unit for Infrastructure Projects (PIUIP) that was established as part of Ministry of Environment and Physical Planning in November 2014, as well. PIUIP is expected to be staffed within the first half of 2015 and PIUIP is part of the OS which shall be responsible for monitoring of implementation of the works contracts for improvement of the waste water collection and treatment infrastructure in the municipalities of Strumitsa, Berovo, Radovish, Kichevo, Kumanovo, Ohrid and Struga

Support the Operational Structure in ensuring that the major project is appropriately designed, constructed and to provide recommendations which will contribute to their proper completion.

Specific objective

Assess and report on the sound implementation of the organisational, technical, financial and contractual aspects of the works contract(s) and on the associated supervision contract(s) and to provide recommendations which contribute to the intended results of the project. Three (3) works and two (2) supervision contracts forseen under the project “Improvements in waste water collection and waste water treatment in Prilep” are targeted by the audit

• the steady execution of the works carried out under the projects, together with the associated supervision,
• the sound organisation of the works,
• the quality of the works carried out, in conformity with the contract(s) Technical Specifications and in accordance with the best practice in the sector,
• the project expenditures are justified and were foreseen in the project budget,
• the sound management of the project, to ensure that each party duly meets its contractual obligations and to mitigate the risk of claims, litigation and/or disputes.
• the project is implemented within budget allocation and completed within the contractual period of performance,

The auditor shall report any anomaly, error or risk that could affect these objectives and make the appropriate recommendations to prevent or remedy them.

It is expected the Framework Contractor to carry out five (5) Technical Audit missions. Namely, there should be three (3) audit missions in 2016 and two (2) audit missions in 2017). The Audit Mission Reports shall be prepared and submitted after completion of each Technical Audit mission
