2. Project Title | Technical assistance for supporting the Operating Structure of Ministry of Environment and Physical Planning in implementation of the Operational Programme for Regional Development (OPRD) 2007-2013 |
Main Objectives of the Project | Ιncrease the administrative capacity of the IPA structure within the Ministry of Environment and Physical Planning and the effectiveness and efficiency of the IPA structure to carry out tasks delegated by the Head of the Operating Structure with the Operational Agreements signed, directly linked to the management, implementation and monitoring of the portfolio of projects financed under the Regional Development Component.
Furthermore, the assignment will support the effective functioning and continuity of all DIS activities performed by MoEPP as part of the OS for Regional Development Component with final objective to support the sustainability of the DIS system that has been established for managing the Regional Development Component |
Project Outputs/Activities | Project Activities:
Provision of technical assistance (expert help) to the IPA structure staff within the MoEPP to review and assess the quality of the draft technical and tendering projects’ documentation – Project Studies (Feasibility Studies, Cost Benefit Analysis, and Environmental Impact Assessments), Design Documentation and Tender Dossiers to be prepared by the on-going projects under Measure 3.1 and Measure 3.2 from the OPRD 2007-2013, as follow:
Project Outputs: Output nº 1: Draft technical documentation for waste water and waste infrastructure projects is reviewed and assessed; Output nº 2: Organised and conducted meetings with engaged experts, projects’ beneficiaries and IPA structure staff within the MoEPP and participating on evaluation; Output nº 3: Given recommendations to IPA structure staff within the MoEPP on the prepared draft technical and tendering documentation. Output nº 4: Three “in-house” trainings for the representatives of End Recipients are organized where the experience and the lessons learned will be summarized |

Main Objectives of the Project | Global objective
Support the Operational Structure in ensuring that the major project is appropriately designed, constructed and to provide recommendations which will contribute to their proper completion. Specific objective Assess and report on the sound implementation of the organisational, technical, financial and contractual aspects of the works contract(s) and on the associated supervision contract(s) and to provide recommendations which contribute to the intended results of the project. Three (3) works and two (2) supervision contracts forseen under the project “Improvements in waste water collection and waste water treatment in Prilep” are targeted by the audit |

The auditor shall report any anomaly, error or risk that could affect these objectives and make the appropriate recommendations to prevent or remedy them. It is expected the Framework Contractor to carry out five (5) Technical Audit missions. Namely, there should be three (3) audit missions in 2016 and two (2) audit missions in 2017). The Audit Mission Reports shall be prepared and submitted after completion of each Technical Audit mission |
